Publication: Macroeconomic Modelling of R&D and Innovation Policies

In this chapter we describe the latest version of the NEMESIS model with endogenous technical progress. The novelty presented in this chapter is the extension of the model’s innovation mechanisms to innovation factors other than R&D, in particular investments in information and communication technologies and vocational training, which are particularly important to represent innovation in service sectors and the phenomenon of “servicisation” of manufacturing. This presentation is illustrated with an application of the new version of the model to the ex-ante impact assessment of Horizon Europe, the European Commission’s Framework Programme for Research and Innovation 2021-2027.
